If you want a mafia-controlled government, law enforcement, ... just introduce Big Brother. It will catch most criminals but the happy few that escape will have forced their way to the only place where they remain safe: in power. Little Brother will have the same effect but on the informal counterpart of formal power embodiments: back to the witch hunting of the Middle Ages. My advice: educate such that very few of us will be easy victims.
