Debating and arguing the points of a proposed code of behavior to provide guidance in making choices can produce the most effective ethics training.

(1)Nice idea, but totally unrealistic.
E.g. the CIA would have to fire at least 50% of it's employees because of misconduct. And the NSA would have to be closed.
